Emmanuel Macron's been hankering for some input on shaking up the country's service systems, specifically national service. Alongside universal, civil, and military options, there are a couple hybrid models under consideration. But which one's the cheapest and most feasible?

Here's the lowdown on the different scenarios:

  1. A beefed-up Universal National Service (SNU) could set France back around 600 million euros each year, attracting a whopping 200,000 youngsters.
  2. A voluntary civil service, focusing on sectors like safety, solidarity, culture, health, sports, and the environment, is another option.
  3. A compulsory civil service for a massive chunk of teenagers, either aged 15-17 or 18-25, is another possibility. This would cost between 1.7 and 3.5 billion euros annually.

  5. Lastly, there's the full-blown comeback of compulsory military service, targeting 300,000 (for men only) or 600,000 (if women join in) young folk—the priciest option, costing 7.2 billion euros annually for men and a staggering 14.5 billion euros if it's mixed.
  6. Two hybrids are up for debate: one with a compulsory civil service for all, followed by a voluntary military service for some, setting the fees at around 4.95 billion euros a year. The other hybrid involves a compulsory service with civilian and military options, costing approximately 5.2 billion euros.

If France decides to move forward with a national service, the authors of the report suggest that engagement in this service should be recognized and rewarded in academic and career spheres. This way, they can boost military culture and national unity.

In 2023, around 56,000 individuals registered for the SNU, with only 40,000 participating in a unity retreat. Approximately 88,000 youngsters were engaged in civic service that year, with budget allocations amounting to 96.3 million euros for the SNU and 524 million euros for civic service.

On a broader scale, different service scenarios in France will have varying financial implications, but the large-scale spending on civil service suggests that civilian options could swallow up substantial resources. While military service costs may be high per conscript due to specialized training and equipment, overall expenses are smaller compared to the civil service.
