US and Indonesia Reach Historic Trade Deal

Indonesia has announced a comprehensive trade agreement with the United States, marking a significant step towards increased economic cooperation between the two nations. The deal, which is still undergoing final negotiations, aims to slash tariffs and eliminate non-tariff barriers for American goods in Indonesia.

Under the terms of the agreement, Indonesia will eliminate approximately 99% of tariff barriers on a wide range of U.S. industrial, food, and agricultural products exported to Indonesia. In contrast, the United States will reduce its reciprocal tariffs on Indonesian originating goods to a 19% tariff rate, as stipulated by Executive Order 14257 of April 2, 2025.

The agreement also addresses several non-tariff barriers that have hindered bilateral trade. Indonesia will exempt U.S. companies and originating goods from local content requirements. The nation will also accept vehicles built to U.S. federal motor vehicle safety and emissions standards. FDA certificates and prior marketing authorizations for medical devices and pharmaceuticals will be accepted, and there will be removal of certain labeling requirements for U.S. exports of cosmetics, medical devices, and other manufactured goods.

Steps to resolve longstanding intellectual property rights issues and concerns over conformity assessment procedures are also part of the deal. Indonesia will remove import restrictions or licensing requirements on U.S. remanufactured goods or their parts, eliminate pre-shipment inspection or verification requirements on U.S. imports, and adopt good regulatory practices to facilitate trade.

Beyond tariffs and regulatory measures, the agreement could provide a broader economic partnership boost. Indonesia will supply the U.S. with critical minerals and engage in significant purchase agreements involving Boeing aircraft, American farm products, and American energy. The deal could enhance trade volumes between the U.S. and Indonesia, with Indonesia's market of 280 million people providing a substantial opportunity for U.S. exporters.

The U.S.-Indonesia comprehensive trade agreement constitutes a major liberalization for U.S. exports to Indonesia, largely eliminating Indonesian tariffs on U.S. goods, while the U.S. maintains a reciprocal but reduced tariff of 19% on Indonesian imports. It also entails substantial actions to eliminate non-tariff barriers that hinder bilateral trade, enhancing regulatory alignment and market access for American exporters.
