U.S. sanctions against Belavia have been eased, although the utilization of American aircraft for travels to Russia is now prohibited.
The United States Department of Commerce's Bureau of Industry and Security (BIS) has issued a permit to Belarusian national airline, Belavia, on September 12, 2025. This permit, however, comes with several restrictions.
The permit does not allow transportation of goods that could support Russian military actions. It also does not specify which other countries are restricted, but it does prohibit flights to the Russian Federation, Crimea, Donetsk, and Luhansk regions, as well as Iran, Syria, Cuba, and North Korea.
The permit allows Belavia to operate eight specific Boeing aircraft, including a Boeing 767 with registration number EW001PA, which is associated with the Lukashenko family. The use of this aircraft, however, may require an individual application and a separate licensing decision.
The permit allows Belavia to supply equipment and spare parts related to these aircraft, but it does not allow the supply of equipment or spare parts related to U.S.-produced aircraft for flights to the prohibited regions, or for flights to the Russian Federation. Furthermore, the permit does not allow maintenance, repair, or modification on U.S.-produced aircraft for flights to the prohibited regions or for flights to the Russian Federation.
Belavia can use these aircraft for flights to and from any countries, including Belarus, but the permit does not allow flights to any destinations beyond those already mentioned. The permit does not specify which other countries are restricted beyond those already mentioned.
In regards to the information available, there are no details about which countries Belavia was allowed to visit following the BIS license. The use of the Boeing 767 aircraft with registration number EW001PA may require a separate licensing decision due to its association with the Lukashenko family.
