Twelfth District Community Banks Consultative Group

In the heart of Livermore, California, Harold Roundtree presides as the President and Chief Executive Officer of UNCLE Credit Union. Simultaneously, Roundtree serves on the Twelfth District Community Depository Institutions Advisory Council (CDIAC) of the Federal Reserve Bank of San Francisco, a role he will maintain until 2027.

Established in January 2011, the Twelfth District CDIAC plays a crucial role in providing valuable insights into the economy, lending conditions, and other issues affecting community depository institutions within the Twelfth District. This expansive region encompasses Alaska, Arizona, California, Hawaii, Idaho, Nevada, Oregon, Utah, and Washington.

The Twelfth District CDIAC comprises a diverse group of banking and financial leaders, each serving a term of either 2025 or 2027. Apart from Roundtree, the council includes Catherine Ngo, Bruce Ashcroft, Patty Mongold, John A. Nerland, Carolyn Crockett, Matt Stephenson, Chris Webster, Krista Snelling, Denise Portmann, and Spencer White.

Catherine Ngo, the current Chair of the Twelfth District CDIAC, is a Board Member and Former President and CEO of Central Pacific Financial Corp based in Honolulu, Hawai'i. Her term ends in 2025. Bruce Ashcroft, the President and CEO of Brighton Bank in Salt Lake City, Utah, is another council member whose term extends to 2027.

Patty Mongold, the President and CEO of Mt. McKinley Bank in Fairbanks, Alaska, is also a member, as is John A. Nerland, the President and CEO of American Plus Bank in Pasadena, California. Rounding out the council are Matt Stephenson, the President and CEO of Rogue Credit Union in Medford, Oregon, Chris Webster, the President of Southwest Heritage Bank in Scottsdale, Arizona, Krista Snelling, the President and CEO of Santa Cruz County Bank in Santa Cruz, California, Denise Portmann, the President and CEO of Bank of the Pacific in Aberdeen, Washington, and Spencer White, the President and CEO of Utah Independent Bank in Salina, Utah.

Carolyn Crockett, the President and Chief Credit Officer of First Security Bank of Nevada in Las Vegas, Nevada, is another esteemed member of the Twelfth District CDIAC. Despite their advisory roles, members of the CDIAC have no influence over the operation or administration of the Federal Reserve Bank of San Francisco.

In January 2025, the charter of the Twelfth District CDIAC underwent an update. The council serves as a vital resource for the management of the Federal Reserve Bank of San Francisco and Members of the Board of Governors of the Federal Reserve System, offering observations and insights based on their unique perspectives within the community banking sector.
