In communities across Texas, Aqua Texas is seeking approval from the Public Utility Commission (PUC) for a significant water rate increase. This move, if approved, could result in a substantial hike in water bills for residents, particularly older homeowners on fixed incomes.

The proposed rate increase aims to address rising operational costs, including a restructuring that significantly raises the cost per 1,000 gallons of water. In some areas, this could nearly double the cost from the current $2.85 to $5.50.

For customers, this means substantial increases in their monthly water bills. For instance, a typical household using 8,000 gallons per month could see a $16 to $17 monthly increase, adding over $200 annually. Those using 10,000 gallons could face over $35 additional monthly costs, amounting to over $420 per year.

This potential increase may disproportionately affect older homeowners on fixed incomes, such as retirees, as their limited income often does not adjust easily to such unexpected rises in essential expenses like water. The significant spike in volumetric water prices could strain household budgets, forcing difficult trade-offs in other areas of spending.

Many customers, including older residents, have already voiced their concerns about the proposal to state regulators due to these financial impacts. Residents in affected areas, particularly those with older homeowners on fixed incomes, express worries about their ability to pay the substantially higher water bills.

Aqua Texas's mission is to protect and provide water, and they are seeking this rate increase to recover $700 million in infrastructure investments made between 2004 and 2024. The company has proposed a statewide water and wastewater base rate change, which would be the first in 20 years.

The deadline for customers to file a complaint with the PUC is in the middle of September. The PUC will decide whether to greenlight the rate increase proposed by Aqua Texas.
