Dubai Introduces Personal Mobility Monitoring Unit to Enhance Road Safety

In a bid to ensure the safe and responsible use of personal mobility devices like bicycles and e-scooters, the Roads and Transport Authority (RTA) in Dubai has launched the Personal Mobility Monitoring Unit. The initiative, announced in April 2025, is a response to the growing popularity of these devices among urban commuters and the increase in related incidents.

The unit's primary focus is on monitoring rider behavior, enforcing relevant laws, and promoting responsible riding. It is part of a broader government strategy to improve road safety and adapt to the changing transportation landscape.

The creation of the Personal Mobility Monitoring Unit follows government mandates requiring riders to follow traffic laws, use protective gear, and ride only in designated areas, as per RTA regulations. This initiative complements similar efforts in other regions, such as Abu Dhabi’s safety campaigns on e-scooter use, reflecting a wider UAE focus on integrating these devices safely into the transport system.

While specific operational protocols of the unit are not detailed in the available data, the launch of this unit underscores the commitment of Dubai authorities to ensuring road safety.

The RTA and Dubai Police have also reinforced their strategic partnership to elevate road safety and transport security across the Emirate. In 2024, a total of 145,000 violations were enforced on delivery motorcycles, nearly 40,000 involved bicycles and e-scooters, and around 82,000 vehicles and mobility devices were impounded. Pedestrian deaths dropped significantly during the same period, from 9.5 to 0.3. Approximately 60,000 pedestrian infractions were reported in 2024. Mattar Al Tayer, Director General and Chairman of the RTA, and Lieutenant General Abdullah Khalifa Al Marri, Commander-in-Chief of Dubai Police, reviewed progress under the Dubai Traffic Safety Strategy 2022-2026.

Al Tayer highlighted the successful execution of 53 joint initiatives in 2024, and Al Marri emphasized the impact of awareness campaigns, which reached over 255,000 people and garnered more than 117 million views through 24 educational videos. Both entities reaffirmed their commitment to proactive enforcement, education, and infrastructure upgrades in their pursuit of making Dubai a global benchmark for road safety.

Under RTA's 2030 plan, enhancements will focus on road infrastructure, public transport, traffic policy, and smart systems. Phase 2 of the Intelligent Traffic Systems project is included in this plan, as is the Dubai Metro Blue Line. The goal is to create a seamless, efficient, and safe transportation network for all residents and visitors of Dubai.

With the introduction of the Personal Mobility Monitoring Unit and the continued collaboration between the RTA and Dubai Police, Dubai is taking significant strides towards achieving its vision of a safe and sustainable transportation system.
