Russian Law: Property Managers Must Cover Façade & Internal Repairs
In Russia, property management companies (PMCs) bear the responsibility for maintaining, repairing, and replacing façade elements and internal systems in residential buildings. This includes window sills, cornices, pipes, and radiators, with no costs passed on to residents.
PMCs must address any damage to external elements like windows, cornices, and window sills, regardless of their proximity to specific apartments. These elements are considered common property, not individual residents' responsibility.
Internally, PMCs must maintain and replace internal pipes, radiators, heating and water supply risers, and towel warmers. Even if a radiator lacks a shut-off device, PMCs must repair or replace it at no extra charge to residents.
Russian law clearly states that demanding money from residents for these maintenance works is illegal. PMCs must bear the full cost of maintaining and replacing these elements, ensuring residents' comfort and safety without additional financial burden.
