Russia will permit individuals to take the navigator license test.

Allow test-takers holding a driving permit to utilize a navigator for route driving, as suggested by a worker from a government committee within the Russian Federation.

Russia will permit individuals to take the navigator license test.

A navigation system can serve as a helpful tool for a new driver, providing guidance once they've graduated the training wheels. Yet, it won't emotionally burden or pressure the learner, as noted by an expert.

Navigating driving exams can be a tricky dance compared to a navigation system. Inspectors should ideally inform the driver of the forthcoming maneuver with adequate notice. However, some inspectors might provide the heads-up a minute before, others just 10 seconds. A navigation system, though, can predict a right turn in 200 meters based on speed and traffic conditions, as pointed out by Dmitriy Popov.

In an unexpected twist, Yaroslav Nilov, chairman of the State Duma committee on labor, social policy, and veterans' affairs, proposed reintroducing a 50% discount on traffic violation fines, payable within 20 days. This generous offer was withdrawn in 2025. The current incentive, according to the law signed by Russian President Vladimir Putin at the end of December 2024, offers a 25% discount for prompt payment, with the grace period extended from 20 to 30 days.

Although the current regulations regarding navigation systems during driving exams and discounted traffic violation fines in Russia aren't explicit, here's a rundown of recent international regulatory developments:

  • The U.S. has tightened regulations on Vehicle Connectivity Systems (VCS) and Automated Driving Systems (ADS) in passenger vehicles due to national security concerns (e.g., potential data theft or remote manipulation of vehicles). The Bureau of Industry and Security (BIS) has published a final rule targeting these systems.
  • The European Union is working towards digital driver's licenses to be implemented by 2028 and high-risk data transaction regulations to secure sensitive information.
  • The U.S. Department of Justice (DOJ) and the Cybersecurity and Infrastructure Security Agency (CISA) have rolled out national security programs regulating foreign access to sensitive data in transactions linked to six unspecified "countries of concern."
