Philippines' 2 GW Northern Luzon Floating Offshore Wind Farm Moves Forward

The 2 GW Northern Luzon floating offshore wind farm, a joint venture between PetroGreen Energy Corporation (Philippines) and Copenhagen Energy Group (Denmark), is making significant strides in its development. The project, located in the Province of Ilocos Norte, Northern Luzon, is targeting commercial operations by mid-2030.

Key development milestones have been achieved in 2025. Buhawind Energy Northern Luzon Corporation (BENLC), the project developer, secured the pre-development environmental compliance certificate, marking regulatory progress. The project has also been certified as an energy project of national significance by the Department of Energy and received a green lane certificate from the Board of Investments.

BENLC obtained approval from the National Grid Corporation of the Philippines (NGCP) for the facilities study, which details the technical requirements for grid integration. The project’s grid connection is planned via the new 500 kV Burgos Substation, currently being built by NGCP, a critical infrastructure prerequisite.

However, BENLC is awaiting the assessment of the Port of Currimao’s suitability for offshore wind service operations by the Philippine Ports Authority. This assessment is necessary to support maintenance and equipment transport for the wind farm.

In addition, BENLC is collaborating with government agencies and academic institutions to develop a skilled offshore wind workforce in the Ilocos region.

The Northern Luzon wind farm is one of three projects being developed by BuhaWind Energy Philippines, which have a potential combined capacity of 4 GW. The partners, Copenhagen Energy and PetroGreen Energy Corporation, started co-developing projects in the Philippines in 2020 and formalised their partnership in 2022, creating BuhaWind Energy Philippines for the co-development of projects.

Last year, the Northern Luzon wind farm received grid connection approval from NGCP. The operational period for the wind farm falls within the years 2028 and 2030. The Facilities Study approval for the Northern Luzon wind farm was secured by Buhawind Energy Northern Luzon Corporation.

BuhaWind Energy Philippines' Floating Wind Farms received government backing, as indicated by the Certificate of Energy of National Significance awarded in May 2025. Paul Elmer C. Morala, Vice President for Technical Operations at Petrogreen Energy Corporation, thanked NGCP for the approval of the FS for the Northern Luzon wind farm.
