In the current economic climate of Russia, high interest rates and a lack of affordable financing tools have led to a significant decline in car sales, with automakers like AvtoVAZ experiencing market drops of 24-28% in the first half of 2025. The Russian Central Bank's key interest rate, which reached 18% by July 2024, has contributed to tough borrowing conditions. However, until recently, no specific regional or federal initiatives to subsidise or compensate interest rates for domestic car buyers in Nizhny Novgorod had been publicly detailed or reported.

That could be about to change, as discussions surrounding a potential interest rate compensation plan for car buyers in the Nizhny Novgorod region are underway. According to reports, Vice-Governor of the Nizhny Novgorod region, Vladimir Ivanov, is involved in these discussions. The aim is to allow individuals and businesses to purchase cars on credit with preferential interest rates.

The proposed compensation is intended for both individuals and commercial organisations, and it is being discussed with the Federal Antimonopoly Service of Russia to potentially cover 2/3 or even 100% of the Central Bank rate. The government of the Nizhny Novgorod region has announced a subsidy of 250 million rubles to compensate the population for interest rates when purchasing domestic cars.

Valery Shantsev, the regional head, has also highlighted the potential financial benefits of supporting the production and sale of domestic cars. For instance, the production and sale of 12,000 "GAZelle" vehicles in the region could generate 360 million rubles in profit tax and income tax for the Nizhny Novgorod region's budget. In a further effort to support the domestic car market, Shantsev has announced a subsidy of 250 million rubles to lower interest rates for loans taken to purchase "GAZelle" vehicles.
