Starting March 1, 2025, the rules for land plot usage within populated areas modernize. This include residential and vegetable plots, but industrial, production, tourism, and recreational lands remain unaffected. 🏡

The new law offers a three-year period to clean up swampy, littered, or overgrown plots. This is in addition to the time given to perform necessary tasks like draining and leveling the terrain. 🗑️🌱

Interestingly, the start date for the land use term applies differently. For new purchases following March 1, 2025, the count starts from registration. For existing plots, the date becomes March 1, 2025. No prior dates are impacted. ⏳

So, what happens when a plot isn't utilized? For construction plots, non-use is evident by the absence of a registered building or structure for over five years, or decay of existing structures like roof, walls, foundation, or windows. Vegetable plots should remain free of excessive weeds and litter.

  1. In the gardening industry, veggie plot owners in populated areas of Russia may need to maintain their plots, in accordance with the new land use rules that come into effect on March 1, 2025.
  2. Interestingly, the retroactive effect of these new land usage regulations on existing properties will depend on their purchase dates; for new acquisitions, the term will start from registration, while for existing plots, it will commence on March 1, 2025.
  3. After March 1, 2025, the rules for residential and veggie plots may undergo a transformation within populated areas of Russia, but for industrial, production, tourism, and recreational lands, the old rules will continue to apply.
  4. The Rosreestr, Russia's federal real estate registry service, will have to keep a close watch on the property market with respect to construction plots, as non-use would be determined by the absence of a registered building or structure for over five years, or the decay of existing ones, while veggie plots will need to remain free of excessive weeds and litter.
In Russia, starting from March 1, 2025, fresh regulations have been implemented for the construction and development within the limits of settlements, along with garden plots.
