In the spotlight of the Cum-Ex tax scandal, Bonn Regional Court has convicted one of its masterminds, Kai-Uwe Steck. Despite his significant role in this debt-laden tax evasion case, the court handed down a relatively lenient sentence: a suspended term of one year and ten months for five instances of especially grave tax evasion. The court also imposed the seizure of approximately 24 million euros.

Steck's wrongdoings took place between 2007 and 2011, according to the court's judgement. "The defendant's actions resulted in a tax loss of almost half a billion euros", announced presiding judge Sebastian Hausen. In this tax scandal that shaking up Germany, the judge labeled Steck as one of the central figures. The prosecution had sought a prison sentence of three years and eight months, while the defense asked for the case to be dropped entirely.

This behavior reduced his sentence. Steck's former ally Berger was handed an eight-year prison term by the Bonn Regional Court in 2022.

The Cum-Ex transactions represent the illegitimate rearrangement of stocks with dividend claims ("cum") and without ("ex") by financial actors to obtain tax reimbursements for taxes never actually paid. The years 2006 to 2011 marked the height of this swindle. Estimates project that the treasury suffered a staggering, double-digit billion loss.
