Danger looms over Bavaria's power grid, as the region faces an increased risk of regional blackouts, due in large part to a faster expansion of solar energy compared to the grid's network expansion. As a result, solar power generated in Bavaria is often wasted.

This predicament, as pointed out by Marian Rappl, CEO of the Association of Bavarian Energy and Water Industry (VBEW), raises the chances of targeted, temporary power outages – a possibility that seems more likely with Bavaria's burgeoning solar power sector outpacing the expansion of the power grid.

The Consequences of a Complicated Web"The expansion of photovoltaics is progressing much more swiftly than the expansion of the network, in both the transmission and distribution networks," Rappl warns. If the growing solar power sector isn't matched by the infrastructure's expansion, the risk of isolated power outages grows.

Emergency MeasuresIn extreme cases, these issues may require the implementation of Section 13.2 of the Energy Industry Act, often referred to as 'controlled load shedding.' Using this measure, network elements would be temporarily disconnected from power grids in specific regions.

These energy management strategies are necessary to prevent overloading the power grid, though they're considered the last resort. Only when conventional methods have been exhausted would such measures be applied.

The Ticking Time BombThe odds of network congestion and subsequent shutdowns are currently avoided due to proactive measures from network operators. However, the power industry remains concerned, as they've been contemplating scenarios that could necessitate unwanted shutdowns for some time now.

Past Mistakes

Today's energy dilemmas didn't arise out of nowhere. The roots of this issue go back to Germany's decision to shut down nuclear power plants, following the Fukushima disaster in Japan in 2011. Bavaria, being a significant player in energy production, faced challenges in compensating for the lost nuclear power.

Plans for new high-voltage power lines followed, aimed at bridging the energy gap from north to south Germany. However, resistance from some parts of the population, along with opposition from figures like Hubert Aiwanger, led to delays in the projects. Currently, the power lines are scheduled for completion in 2027 (Suedostlink) and 2028 (Suedlink).

Although originally meant to be completed by 2022, the lines' delayed commencement has exacerbated Bavaria's current predicament. The absence of these lines leaves Bavaria struggling to meet its energy demand, a situation predicted by experts more than a decade ago.

Looking Ahead

As Bavaria continues to expand its solar energy sector, officials in the region are pushing for swift infrastructure developments.Amid the ongoing federal election campaign, Markus Söder, who has previously criticized the delays, has also called for the reactivation of nuclear power plants. Hubert Aiwanger, who opposed power lines in the past, has since altered his stance on the issue.

It's essential to address these challenges head-on, as they impact not only Bavaria's energy future but also its broader economic and social development. Improving the speed of network expansion will be crucial in ensuring the smooth integration of renewable energy into the grid and reducing the risk of power disruptions.
