Deutsche Bahn Achieves Significant Improvements in First Half of 2025
Deutsche Bahn (DB), Germany's national railway company, has made impressive strides in its operations during the first half of 2025. The company reported a turnaround in its operational result, with an adjusted EBIT (earnings before interest and taxes) of hundreds of millions, marking a significant improvement from the same period in 2024.
The improvements are part of DB's S3 program, a comprehensive initiative aimed at enhancing rail performance by 2027. The program focuses on three main areas: infrastructure, operations, and profitability.
Infrastructure Improvements
Under the S3 program, DB has undertaken a series of infrastructure projects. These include the rapid overhaul of about 1,500 kilometers of track, the replacement of fault-prone infrastructure components, and the modernization of 400 train stations. Key routes such as Hamburg–Berlin and Emmerich–Oberhausen are undergoing corridor modernizations. The company also aims to reduce restricted speed sections to decrease delays and has earmarked approximately EUR 53 billion for 13 major rail infrastructure renovations across Germany.
Operational Enhancements
DB's operational improvements focus on stabilizing and improving punctuality, synchronizing construction activities, implementing hub and line measures, and improving vehicle quality and passenger information systems. The goal is to achieve starting punctuality improvements and reduce delays.
Profitability Measures
To improve profitability, DB plans to reduce its workforce by at least 10,000 employees by 2027, transform DB Cargo with a customer-oriented organizational structure, and implement efficiency programs across major business units and headquarters. The company aims to achieve an Adjusted EBIT of €2 billion by 2027.
Progress on all fronts is monitored quarterly via KPIs reported to DB’s Supervisory Board and the German Transport Ministry, enabling early detection of issues and timely countermeasures.
Notable Achievements
In the first half of 2025, DB achieved several notable milestones. Around 63.4 percent of all long-distance trains arrived on time, up from 62.7 percent in the same period of 2024. The transport performance in passenger rail increased to 41.9 billion passenger kilometers, an increase of almost four percent compared to the previous year.
DB's adjusted group revenue increased by 3.4 percent to 13.3 billion Euros for the first half of 2025. DB InfraGO, the infrastructure subsidiary, modernized 157 stations in the first half of 2025, including 16 more than originally planned. DB Regio's revenue increased by around 7% compared to the first half of 2024, achieving improvements in the hundreds of millions.
However, DB Cargo, the freight division, experienced a 10% decrease in freight transported on the rails compared to the same period last year. Despite this, DB Cargo significantly improved its operational result in the first six months of 2025 by 165 million euros.
Passenger numbers remained high, with around 943 million passengers traveling with DB trains in the first half of 2025. The DB Group is sticking to its March forecast, targeting a slightly positive operating result for the full year 2025.
Gross investments together with the federal government are expected to total more than 20 billion euros for the full year 2025. However, revenue fell short of expectations due to unreliable infrastructure, a high number of additional construction sites, and continued poor punctuality.
Despite these challenges, DB has delivered on staff reduction, exceeding the target of reducing full-time employees by 2,000 by the half-year. The company continues to work towards its goal of enhancing customer experience, increasing service reliability, expanding rail capacity, and securing the financial viability of DB by 2027.
