Saxony Halts Repayment of Pandemic Aid Loans, offering Businesses a Reprieve

Saxony Withholds Coronavirus Refunds - Germany halts COVID-19 loan repayment

In response to mounting pressure from Saxony's entrepreneurs, the State Ministry of Economics has ordered the Saxon Development Bank (SAB) to halt repayment demands on loaned pandemic aid funds. This decision comes as a relief for businesses reeling from the impact of the ongoing crisis.

The current situation has led many business owners to express concerns that the repayment demands pose a significant challenge. Economics Minister Dirk Panter (SPD) acknowledged these fears and issued a statement confirming the temporary suspension of repayment requests for programs such as the "Soforthilfe-Zuschuss Bund" and federal bridging aid.

This moratorium on repayments, aimed at providing abreathing space for affected businesses, follows the Greens' motion in the state parliament calling for such a pause. According to MP Wolfram Günther, this move will not only help prevent widespread insolvencies but also promotetrust in the government's ability to act fairly and effectively.[1]

CDU economic politician Kay Ritter welcomed the decision, acknowledging that this moratorium offers a valuable opportunity for companies to regain their footing during the third year of the economic recession brought on by the pandemic. However, he emphasized the importance of managing citizens' tax money responsibly.[2]

As discussions concerning new conditions and clear rules for repayments continue, no new repayment demands will be issued, and reminders will be placed on hold. Potential changes to repayment conditions and clarification on when grant funds need not be repaid are under consideration. These changes are being examined closely by the SAB and the ministry.[3]

As of late June 2025, approximately 2.9 billion euros had been distributed to nearly 98,000 recipients in Saxony, with around 27,600 repayment procedures currently underway and another 29,000 anticipated. Over 49,000 cases have already been closed.[4]

People seeking the most accurate and official details about modifications to repayment rules and updates in aid programs are advised to consult Saxony’s Ministry of Economic Affairs or their official communications.[5]
