Romania Seeks Eu1.5 Billion Reimbursement from European Commission Under Cohesion Policy
Romania has requested the European Commission (EC) to reimburse approximately Eu1.5 billion under the 2021-2027 Cohesion Policy, with the total amount reaching Eu2.6 billion by June, as per a press release issued by the minister of investments and European projects.
The minister, Marcel Bolos, who previously served as finance minister, stated, "In the first five months of the year, we managed to completely eliminate the risk of losing European funds for 2025. We are not losing a single euro."
Initial disbursements from the EC amount to around Eu3 billion, representing 9.7% of the total Eu31 billion eu allocation for the Cohesion Policy programs, as per the ministry. This rate is reportedly in line with the EU average.
Romania is set to receive Eu2.6 billion from the EC in the coming period, and reimbursement requests for this year are estimated to surpass Eu4.4 billion, according to the press release.
Contracting and payments from the state budget for projects under the Cohesion Policy have outpaced disbursements from the EC. Over the entire programming period, payments to beneficiaries have reached Eu4.7 billion, of which Eu4.3 billion are EU contributions, equivalent to 13.8% of the European allocation.Approximately half of these funds represent payments to beneficiaries scheduled for 2025.
The pace of signing financing contracts under the Cohesion Policy remains brisk. In the first months of 2025, the total value of financing contracts signed with beneficiaries under the Cohesion Policy reached Eu9.4 billion, with Eu4.9 billion coming from EU funds. Open projects calls totaled Eu3.3 billion, of which some Eu2.7 billion is EU funding.
Despite the comparability of Romania's absorption rate to the EU average, challenges remain in fully utilizing the allocated funds before the end of the period in 2027, with the country having received only Eu3 billion thus far. To meet obligations and maximize benefits from the Cohesion Policy, Romania needs to accelerate the absorption of the remaining funds.
