Germany's extensive rail network's modernization, led by Deutsche Bahn, could take more time than expected. The initial plan to complete all renovations by the early 2030s has been revised, with the new schedule stretching to the mid-2030s.
The reason for this extension lies in the ambitious scope of the projects, the necessity of a coordinated construction approach, and fiscal management concerns.
In a recent letter to other transport companies, DB InfraGo outlined the need for a strategic approach to the renovations. The letter explains that the intricate balance between capacity restrictions, construction industry performance, and urgent investment needs must be maintained during the renovations, known as the "comprehensive renovations." As a result, they plan to reduce the number of comprehensive renovations to 4-5 per year.
A representative from the Federal Ministry of Transport commented that they are reviewing the corridor renovation concept, aiming to fine-tune it as necessary. InfraGo is currently preparing an adjustment proposal based on industry feedback and potential adjustments to the timeline.
The modernization of multiple heavily traveled corridors is a vital step towards restoring the worn-out rail network. The 42 corridors will undergo a complete overhaul, forcing a closure of roughly six months each. For instance, the Riedbahn between Frankfurt and Mannheim was the first to undergo renovation in 2021, with the line between Hamburg and Berlin scheduled for renewal this year.
Earlier plans had aimed to complete all these projects by 2031, with up to nine lines scheduled for renovation each year—however, the Union expressed concerns early on as the full closures could lead to months of travel disruptions for passengers and freight transport. The new federal government's coalition agreement calls for a review and possible adjustment of the concept.
Competitors in freight transport also believe a revision is necessary, feeling that the previous timeline was too optimistic.
