The aim is to disperse entire flocks by picking off individual birds. The temporary exceptions permitted in some districts in the Southwest are currently drawing criticism from environmental organizations, such as the Nature and Biodiversity Conservation Union (NABU) Baden-Württemberg. They argue that these exceptions, which often cover numerous municipalities, negate individual case scenarios.
