The formula for calculating such benefits favors lower-earning workers, with up to 90% of their earnings covered versus a far smaller percentage for higher earners.

The inception of the government pension offset and windfall elimination provision aimed to remedy this imbalance, yet Congress found that they resulted in many individuals receiving Social Security retirement benefits that surpassed expectations, failing to account for pension income from non-covered jobs.

Last year, lawmakers voted to revoke these provisions, proposing to retroactively elevate the benefits of individuals negatively impacted by the government pension offset and windfall elimination provision.
