New Rules for Confirming Work Experience in Kazakhstan's Construction Industry
The Ministry of Finance of Kazakhstan has introduced new rules for confirming work experience in the construction industry, focusing on updated professional standards and regulatory requirements. Although the specific details of these new rules are not yet fully disclosed, the changes are expected to include standardized professional criteria, digitization of documentation, and increased alignment with safety and labor standards.
According to the new regulations, only complex projects with non-state legal entities as clients will consider out-of-budget project experience for confirming work experience in the construction industry. For quasi-public sector objects, a notification card and an expert conclusion must be provided as additional confirming documents.
The number of projects considered in the experience evaluation that affects a participant's price offer is limited to three per year. Experience with state institutions and quasi-public sector objects will only be counted if they were funded exclusively by state investments, as stated in the expert conclusion.
Moreover, the confirmation of out-of-budget project experience must be made through the RGP "Gosexpertiza" system. Previously, it was reported that the Ministry of Finance would be able to monitor the purchases of quasi-state companies. The Ministry, along with relevant government agencies and the National Chamber of Entrepreneurs "Atameken", are reviewing existing mechanisms for state procurement in the construction sector.
The relevant decree on amendments and supplements to certain decrees of the Minister of Finance of the Republic of Kazakhstan will come into force ten calendar days after its first official publication. For precise details, such as documentation needed, time frames, and verification authorities, one would need to refer directly to the latest official Ministry of Finance decree or Ministry of Industry and Construction orders issued in mid-2025.
