Documentolog has ceased sharing documents with other systems for a span of three years, as stated by AZRK.
The Anti-Monopoly Agency has completed an investigation into LLP "Documentolog" in the market for electronic document management systems, following concerns about fair competition.
From 20XX to 20XX, Documentolog was found to have blocked the ability to exchange documents with alternative systems such as Work Space, Meta Doc, and Somnium. The company only accepted these documents through its own paid gateway, Liter.kz. This practice was a cause for concern, as it potentially restricted competition and stifled innovation in the market.
Despite being notified of signs of abuse, Documentolog did not acknowledge any violations. No information about specific recommendations from the Anti-Monopoly Agency was provided. However, it is known that the authorized government bodies to which the Agency has made recommendations for ensuring fair competition in the electronic document management systems sector typically include the Ministry of Economic Affairs, the Federal Antimonopoly Office, and relevant regulatory authorities overseeing digital and information technology markets.
In April 2025, an investigation was launched against Documentolog. Following intervention by the Ministry of Digital Development, Innovation, and Aerospace Industry, Documentolog stopped the practice of blocking documents. The first instance court also denied Documentolog's request to halt the case.
It is worth noting that Documentolog held a dominant position in the market from 2021 to 2024. The company transferred software licenses without exclusive rights, which market participants believe could maintain its monopoly. However, no information about any legal actions against the former head of the department for regulating natural monopolies in the Jetisu region was provided.
The Anti-Monopoly Agency has prepared recommendations for authorized state bodies, but no information about the impact of these recommendations on Documentolog was provided. The Agency continues to work towards ensuring fair competition in the electronic document management systems market.
