Portugal's real estate market continues to evolve, with some areas offering affordable homes and others boasting premium coastal properties. According to data from the National Statistics Institute (INE) and a report by idealista, the 10 most expensive municipalities to buy a house in Portugal in 2025, based on price per square meter, are:

  2. Cascais (around €4,190–4,477/m²)
  3. Oeiras (€3,643–3,983/m²)
  4. Lagos (€3,582/m²)
  5. Loulé (€3,401–approximate prices around €800,000 average house price)
  6. Aljezur (€3,117/m²)
  7. Funchal (Madeira Island) (€3,100–3,645/m²)
  8. Albufeira (€3,040/m²)
  9. Vila do Bispo (€3,017/m²)
  10. Porto (€3,007–3,792/m²)

These municipalities cluster mainly around Lisbon, the Algarve, Porto, and Madeira Island.

Lisbon and Cascais have the highest prices, with some areas in Lisbon reaching €5,769 per square meter.
