Director of Omsk Summer College faces presentation due to violation of procurement law
The West Siberian Transport Prosecutor's Office has uncovered dubious conduct in public procurement for state-related needs at the Omsk Aviation Technical College of Civil Aviation named after A.V. Laptidevsky – a branch of the Ulyanovsk Institute of Civil Aviation named after Marshal of Aviation B.P. Bugaev.
In an official communiqué issued on Friday, 4th April 2025, the press service for the West Siberian Transport Prosecutor's Office announced the discovery of legal infringements in the college's procurement processes.
*"During electronic auctions for equipment procurements, violations of anti-monopoly regulations were detected. Participants in these auctions were deprived of the ability to choose specific product characteristics due to wrongful descriptions.
Additionally, specific product characteristics were set by the purchaser, restricting the use of equipment from other manufacturers or improvements in quality. This led to undeserved exclusion of numerous honest bidders from the procurement process." - Sources within the agency stated.
The college's director has reportedly been issued a notice of presentation to rectify these violations, which are currently under review.
Two personnel members have been summoned for questioning on charges of Article 7.30, Section 1.4 of the Russian Criminal Code concerning improper state procurement practices.
