City of Richmond Announces Guaranteed Basic Income Program for Qualifying Caregivers
Richmond, Virginia, has announced the launch of its fourth cohort for the Richmond Resilience Initiative (RRI) Guaranteed Basic Income (GBI) program. Starting May 27, 2025, single parents, including guardians with custody, step parents, foster parents, and other primary household caregivers can apply for the program.
Selected beneficiaries will receive $500 per month for 24 months with no strings attached, as part of an effort to improve the financial stability of working families. According to the city, the RRI program is designed to demonstrate the positive impact of direct, unrestricted cash assistance in helping families achieve greater financial independence and lessen stress.
Upon joining the RRI program, participants have used monthly payments to meet essential needs, pay off debts, invest in education, and create a sense of stability for their families, as reported by Richmond's Office of Community Wealth Building (OCWB).
Mayor Danny Avula of Richmond emphasizes the importance of the program, stating, "The Richmond Resilience Initiative is an expression of our commitment to building a city where families have the support they need for a brighter future. By offering this program, we demonstrate trust, dignity, and provide resources for families to take confident steps forward."
Applications for the Richmond Resilience Initiative Guaranteed Basic Income program will be accepted until June 30, 2025.
NOTE: As of mid-2025, city-supported guaranteed basic income programs are gaining traction in several cities across the United States, including Albuquerque, Los Angeles, Chicago, Atlanta, Rochester, and Oakland. These programs aim to support low-income residents and alleviate poverty through regular, unconditional cash payments. The Richmond Resilience Initiative, which focuses on caregivers, is among the early adopters of such programs in the U.S.
