The federal investment package, set to be approved by the Bundestag on Thursday, aims to drive investments across various sectors with tax reliefs for businesses and lucrative incentives. Companies will experience enhanced tax depreciation options for machinery, electric vehicles, and more, with the corporate tax rate planned to decrease from 2028 onwards.

However, this plan comes at the cost of decreased state revenues due to lower tax collections. As a result, the states, particularly the often-indebted municipalities, demanded financial compensation for their contribution, which was secured in the agreement.

Germany's federal budget for 2025 is set at a hefty €503 billion, up from €474.2 billion in 2024. From January to May 2025, federal expenditure amounted to €198.3 billion, marking an 8.3% year-on-year increase, with investment spending soaring by 43.1% to €5.2 billion[4]. The surge in investment spending was primarily due to increased financial assistance and slight growth in fixed asset investment[4].
