Bolstering Space Power in Germany

Dr. Andreas Bovenschulte, Mayor of Bremen, stresses the need to maintain and expand Europe's position in space for strategic, economic, and security reasons. Winfried Kretschmann, Minister President of Baden-Württemberg, emphasises the need for Germany to contribute to technological excellence in space in close cooperation with its European partners.
The paper calls for a substantial increase in the technology-preparing national space budget, with a suggested increase to one billion euros per year. The three states also advocate for significantly higher German contributions for the years 2026-2028, with Germany's contribution to the ESA for the period 2026 to 2028 being proposed at two billion euros per year.
The "Three States Paper" also identifies key measures and projects for the ESA period of 2026-2028. Space exploration is seen as a key sector for innovation, economic competitiveness, and technological sovereignty. The paper notes that space is a growth market with a strong industry, SMEs, start-up potential, and impact on many sectors.
