German Special Fund under Scrutiny: Greens Warn Against Budget Maneuvers
The Green party is urging caution over the usage of a €500 billion German infrastructure fund, warning against potential budget tricks that might divert resources away from their intended purpose of funding climate protection, infrastructure projects, and economic investments.
According to a circular sent by Finance State Secretary Meyer to the ministries, expenses around measures financed from the special fund are to be reduced. Such a reduction could potentially mean that the fund is being used to plug budget holes rather than supporting the agreed-upon investments.
Green parliamentary group leader Katharina Dröge accused the federal government of planning a budget trick by shifting money around in the federal budget instead of using it for additional investments in the economy, climate protection, and infrastructure. She noted that such actions could result in the lack of necessary funding for projects like bridge repairs, fast internet, and climate protection initiatives.
Conversely, Finance Minister Lars Klingbeil, also Vice-Chancellor, has refuted the accusation, stating that the government has clear agreements to have 10 percent of the budget available for investments from the 500-billion special fund. He emphasized that investments financed from the fund are in addition to these percentages, and that shifting money from one pot to another does not bring any additional investments.
Originally established outside the traditional debt brake rules, the special fund was intended to provide funding for projects in transport, healthcare, energy, education, research, and digitalization over a 12-year period. The fund was primarily aimed at modernizing railways, enhancing energy security, reducing energy prices, and promoting housing construction.
However, recent developments reveal a significant allocation of special fund resources towards defense spending. Since its establishment, part of the fund has been utilized to bolster Germany’s military capabilities, making it one of the largest military spenders globally. This shift in allocation has raised concerns about whether the fund is being misused to plug budget holes rather than serving its intended purpose.
Germany's new government has committed to making the Bundeswehr the most powerful conventional army in Europe, which may continue to escalate the use of the special fund for defense infrastructure, potentially at the expense of climate-related and civil infrastructure projects.
