Berlin's Senate initiates process for wind power expansion
Berlin's Wind Energy Future Up in the Air
Berlin's wind turbine scene is sparse at the moment, with only six turbines making an appearance in Pankow's northeastern district. However, the city's skyline might change soon. Last month, the Senate announced eight potential locations for new turbine construction. Changing the land use plan is necessary, and public participation is crucial.
Starting from now until July 11th, citizens can access planning documents online, voice their concerns via post, or submit statements electronically. Wind turbines have never been a walk in the park, and criticism is expected. But the Senate Department for Urban Development clarifies that designated areas don't automatically mean turbines will be erected there.
Christian Gaebler, Berlin's Senator for Urban Development, commented, "Berlin is doing its part to bolster renewable energies sustainably, in line with federal mandates." By the end of 2027, Berlin must designate 0.25 percent of its land as wind energy areas, and 0.5 percent by 2032, according to the Wind Energy Areas Act. Federal states must designate two percent of their land. Gaebler warns that tougher restrictions may be imposed if these requirements aren't met, making it harder to approve projects in other areas.

Identifying suitable locations in Berlin is no piece of cake. "There are no conflict-free zones in Berlin," says Gaebler. Legal requirements, Nature protection laws, air traffic limitations, as well as road prohibitions hinder and restrict turbine installations. But feasible areas have been identified, based on a catalog of objective criteria.

The Berlin Left faction's spokesman for climate protection and urban development, Michael Efler, advocates the expansion of wind energy. "It is absolutely necessary to meet our climate goals," he says. Before deciding on the designated areas, individual evaluations are needed to ensure compatibility with nature conservation, as well as determining if these locations are suitable.
Efler also discusses an opportunity missed when Efler states that city-states could have given more areas to the federal states. "It is a missed opportunity that such an agreement was not made with Brandenburg by 2024," he laments.
