Vietnam Announces Revised National Energy Master Plan for 2021-2030, with Vision to 2050

Vietnam has announced a revised national energy master plan, focusing on ensuring green, sustainable energy growth aligned with the country's socio-economic development and climate goals. The revision spans all major energy subsectors, including oil and gas, coal, electricity, and renewables, covering the full value chain from exploration to end-use.

The core objectives of the revised master plan include optimizing a diverse energy system with a stable supply, promoting energy efficiency, and supporting the transition to renewable energy to meet national industrialization and modernization needs within the context of the Fourth Industrial Revolution.

Key components of the plan include:

  1. Assessment and Revision Task (2024-2025): Analyzing the current plan's implementation (2021–2024), forecasting long-term development and climate change impacts, setting targets for 2026-2030, orienting vision through 2050, and evaluating scenario feasibility. The drafting started in August 2025 and is expected to take about five months, coordinated by the Ministry of Industry and Trade.
  2. Energy Subsector Coverage: The revised master plan covers the petroleum, coal, electricity, and new renewable energy sub-sectors, including the entire value chain from survey and extraction through production, distribution, and consumption.
  3. Growth and Capacity Targets: The total power generation capacity is projected to rise significantly, with targets of approximately 183,000 MW to 236,000 MW by 2030, a 57% increase over prior targets, and capacity approaching 774,000-838,000 MW by 2050. Renewable energy, especially wind power, is prioritized, with plans to expand wind capacity substantially, and policies aiming to integrate renewables into the grid.
  4. Principles: The revised master plan is guided by principles such as energy development that is ahead of and aligned with broader socio-economic goals, rational use of domestic resources balanced with imports for security, development of a competitive market with diverse ownership, removing subsidies gradually, synchronized, regionally rational development across energy systems, and linking energy growth with environmental protection and climate change mitigation.
  5. Supporting Policies: Legal framework adjustments are ongoing to enable large-scale LNG and offshore wind projects and improve market mechanisms, including encouraging direct power purchase agreements outside the state utility monopoly for some projects.

In summary, this revised plan aims for a comprehensive, forward-looking energy strategy that ensures stable, sustainable supply to support Vietnam's rapid growth while prioritizing renewable energy development, energy efficiency, market reforms, and climate responsiveness through 2030 and beyond to 2050. The timeline reflects the revision starting in 2025 with a targeted conclusion within months, setting the stage for implementation in the next decade. The revised master plan is expected to consist of three parts: a synthesis report, data annexes, and maps and diagrams.
