AECOM to Lead Consultancy for Hong Kong Section of HSWRL
AECOM to Construct Crucial Rail Connection in Greater Bay Region
The Highways Department of the Hong Kong Special Administrative Region (HKSAR) Government has awarded a consultancy agreement to AECOM's joint venture with AtkinsRéalis for the Hong Kong Section of the Hong Kong-Shenzhen Western Rail Link (HSWRL). This strategic transport initiative is a key component of the Northern Metropolis Development Strategy and a significant part of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).
The consultancy agreement encompasses investigation, design, and multidisciplinary services for the approximately 7.3-kilometer Hong Kong Section of the HSWRL. AECOM, with its extensive experience in delivering high-profile railway projects in Hong Kong, including Hong Kong West Kowloon Station, Shatin to Central Link, and Tuen Mun South Extension, is well-equipped to handle this project.
Enhancing Connectivity in the Greater Bay Area
The HSWRL, a cross-boundary railway project, will significantly improve connectivity across the GBA, particularly between Hong Kong and Shenzhen. With co-location customs clearance arrangements, travel between the two cities will be streamlined, making it easier for residents to engage in cross-border activities. The project will also support the development of the Northern Metropolis by addressing local travel demands in areas like Hung Shui Kiu/Ha Tsuen, Lau Fau Shan, Tsim Bei Tsui, and Pak Nai.
By improving transportation infrastructure, the HSWRL will promote economic integration and cooperation between Hong Kong and Shenzhen, aligning with national development strategies. The full railway, spanning around 18.1 kilometers, including 10.8 kilometers in Shenzhen, will comprehensively integrate metro networks across the western regions of both cities. A trip from Hung Shui Kiu to Qianhai will only take approximately 15 minutes with the completion of HSWRL, fostering the "one-hour living circle" in the GBA, facilitating cross-border commerce, work, living, and travel activities.
Adopting Advanced Technologies for Efficiency
To maximize efficiency, transparency, and quality, the project will adopt a single Common Data Environment (CDE) and a unified Building Information Modeling (BIM) platform across all project stages. This approach will ensure seamless collaboration among stakeholders and facilitate real-time data sharing, ultimately leading to a more efficient and high-quality project delivery.
The HSWRL project is a significant initiative aimed at bolstering regional connectivity and economic integration within the Greater Bay Area. While specific timelines for completion are not detailed, ongoing planning and development suggest progress towards achieving these goals. AECOM's involvement in the project, given its track record in delivering high-profile railway projects and its contribution to the development of the region's transport network, is a testament to the project's importance and its potential to transform transportation in the GBA.
The consultancy agreement for the Hong Kong Section of the HSWRL includes finance and design aspects, as AECOM will provide financial support and oversee the design of the railway project. To further bolster the project's success, the HSWRL will utilize advanced technologies such as Common Data Environment (CDE) and Building Information Modeling (BIM) platforms, which are commonly used in the finance, transportation, and industry sectors.
