Abolishing compulsory shelters and payment kiosks: Transforming the future of paid parking

Belarusian President Alexander Lukashenko introduced changes to the rules governing paid parking and parking lots on May 27, 2023. The aim is to alleviate city center traffic congestion and enhance the efficiency of parking space utilization.

A key modification involves the elimination of mandatory requirements for paid parking lots to be equipped with time-tracking devices, payment calculation systems, and exit-blocking mechanisms in case of non-payment.

To balance this, a list of vehicles exempt from paid parking has been established. These include those serving operational purposes, defense, law enforcement, emergency situations, medical assistance, and vehicles belonging to the national postal operator, among other exceptions.

Free parking will also remain available at parking lots located near shopping centers, markets, and social and cultural institutions.

The Council of Ministers has been instructed to establish a specific procedure for parking operation and fee collection. The new regulations will take effect three months following the official publication of the decree.

In light of the current state of knowledge, no recent legislative changes or announcements related to parking regulations have been detected in Belarus. It is recommended to consult official government or media sources for any updates on the country's parking policies. Typically, such alterations would be communicated via official channels or reported by local news outlets.

The amendments in Belarusian finance, particularly in the business sector, have extended to the rules of paid parking and parking lots. To offset the removal of certain equipment requirements for paid lots, an exemption list for vehicles parked free of charge has been established.
